how can you change the sequence or order of News Articles to be displayed.

there is no drag/move option like there is for the Pages

That's the difference between pages and articles. Articles are always sorted by date.

On the backend there is a dropdown to change the display. If you need another order on the front end it is possible but you have to modify the theme.
