Can I create a new (non dynamic)album from Photos already uploaded?
Also, is it possible to do a compound search? i.e. search for items that are in category 1 [i]and[/i] in category 2.

Non dynamic albums are composed of those images within a folder. So if you have already uploaded the images into one place, that is the album.
But you talk about using a complex search. Yes, there is full boolean logic on search strings. Still, when you are done, to make the result into an album means you would be creating a dynamic album.

Using "Oregon AND Mountains", "Oregon + Mountains", "Oregon Mountains" I get "no matches". "Oregon, Mountains" I get everything that is in either Oregon OR Mountains. How do I select mountains in Oregon?

The current nightlies add AND, OR, and NOT as substitutes for &, |, and !.
