The sumbit new issue button is faded. Is this temporary?

For me there is a "new issue" button on the top right as always?

The button is there for me too, but then the SUBMIT NEW ISSUE button is disabled

It is for me as well as long as I didn't enter any title or description.

Never mind, it works again. This morning I tried (with title and comment) and it was non working, but now is ok!
