Can someone tell me why new .mp3 uploaded files are being saved to new albums with permissions of 0640 (rw-r) instead of 0644? I looked at https://www.zenphoto.org/news/permissions-for-zenphoto-files-and-folders/ but don't understand how that helps in this situation. I checked permissions of /zp-core and they are 0644 for files, but I don't understand how ZenPhoto knows to set to 0644 based on /zp-core file permissions. I'm also not sure where in setup it allows me to change the default permissions. Do I need to mess with ACLs and masks or something? I have another installation of ZenPhoto on the same server that works as expected. I know I can upload via FTP but I'd like to have this working with ZenPhoto's upload process for ease of use. Any help will be appreciated.

The default permissions are set via setup. Not all servers work with stricter permissions like 640 so the default is the "middle" 644.

If you re-run setup you can set these default permissions. Take a look at this screenshot (open the full image via right click to see all details): https://www.zenphoto.org/screenshots/setup/setup-page1-systemcheck.jpg.html
Right before the orange warning there is an entry for permissions with a link. Click on that and you can set the defaults.
