Yes - or at least it works for me. Just add the HTML "a href=link", etc code into the description box.

yes it is possible but you must use HTML tags in your comment. here is an example:

Put this to your comment when your are editing it:

Example link

string in href="xxx" is URL where you want to go and second string is text which you want to show

Result will look like this
Example link

We generally trust the owner of the site to not put any malicious code in their own description, so it's not filtered for it :-)
