I'm trying to see the user passwords for the other accounts but when I click on show password the dots disappear and nothing is displayed. Is it a script issue or a permission issue? I'm logged in through the admin account so I'm wondering why.

No, passwords are not stored as clear text. No one is supposed to be able to see them.

The checkbox is misleading I agree and refers to password display when you enter a new one for example. The checkbox does not know the different contexts though.
