I've tried installing the new version countless times... the new installation keeps showing me the setup page time after time. I have no problem going into the admin pages, but whenever I try to go the the main gallery, ZenPhoto says "Zenphoto has detected that you're upgrading to a new version."

Have you actually run the setup program? What version were you running and what version are you upgrading to? A little information helps to diagnose issues.
