When I make changes to the General Gallery Config and save, I always get the "Your gallery passwords were empty or did not match". Even when I didn't modify them.

You probably have a gallery user defined but did not set a password.

I have user and password set and saved. It's when I changed other items it wouldn't save. And, even when I change password CORRECTLY, I get the error.

Try the current nightly build.

Will do Sunday's and let you know.
