I tried using Static Cache Control but couldn't really get it working well enough so I decided to go back revert back. So I removed the changes made to the .htaccess file and removed all the code snippets from the pages, but I'm still getting this error:

This is the error I got after I had added the instructed changes to the .htaccess file, but before I had added the accompanying snippets of php to the template files. It seems like the .htaccess file change didn't take for some reason?
Also the site is still cached somewhere on the server because I'm having trouble making changes to various files.
