or make it user approved?
I tried chmod to disable writers and it changed from 777 and wont function.

i thought i fixed it but still cant

777 right have actually nothing to do with comments... I suggest that you take a close look at the admin backend options. There are several settings available for comments in general like spam filters. Also you can disable comments for each album/image separately on the edit pages.
