The designer for a site I'm working on wants to make some modifications to the look and feel of the backend... but I don't want to fork the zp-core files from the original zenphoto sources so that upgrades will be easier.

Whats the best way to allow the designer to make some changes to this file? Should they just add rules that override those in admin.css or rewrite rule to another location? does zenphoto already have a recommended workflow for this somewhere?

There is no good way. We have not made provisions for customizing the back-end, only front end themes. I suggest you have a good talk with the designer as to the need/desirability to make changes to the back end. After all, that is not the customer facing bit of the site.
