Is this security issue relevant for ZenPhoto 1.26 and earlier or just 1.4

For example, I noticed that the versions I have installed do not have the two config files...

Right, that is info we should add to the posts. Will do soon. Generally all releases that have the Zenpage plugin have that file manager. Have to look since which release that was.

Edit: Zenpage was added with Zenphoto 1.2.4
