I tried to create an user, and allow him to admin a sub album, but Manage Albums only allows me to use to root albums.
Is there a way to navigate, or even change on the DB?

Also static_html_cache v1.0.2 is making my albums show a red cross.

Sorry, no, it is only possible to set admin rights on top level albums.

I can't reproduce the issue with static_html_cache.

on the static_html_cache issue, i've been able to reproduce it on several daily builds

It is probably pointless for you to open a ticket on this. It was a concious decesion to limit admin rights to the top level to preserve the performance of zenphoto.

For the cache issue check the permissions on the cache_html folder.
