PHP setlocale() failed in 1.4.1.1

Trying to install 1.4.1.1 on localhost
In 1.4.1.0 the setup did not complain.
I have been using setlocale() before (on my localhost)

I don't think that much has changed. Anyway, if you don't plan to use ZP in different languages the setlocale is not needed. Zenphoto.org has none as well.
